May 24, 2017 Parity and Clarity for Our Members

The KUCFA Collective Bargaining Committee held another three meetings with the employer Negotiating Panel on April 27, May 10, and then May 24 for the purpose renewing our contract. The contract Conditions of Appointment for Faculty expired on April 30, 2017.*

As we reported to you in Bargaining Bulletin #3, we continue to make our way through our proposals as well as the employer’s proposals. We have made some important gains with respect to 6-month sabbatical leave equity, the creation of a new employment equity article, and the protection of buyouts (which you may recall we discussed at our last KUCFA meeting on April 26). We are now entering the phase of our negotiations where we focus on monetary issues.

We have, unfortunately, not been able to make progress on the following issues:

  1. Parental and Adoption Leave provisions
  2. Salary Anomaly Study

With respect to issue #1, we are committed to bargaining fairness and equity on these benefits, especially as we believe they are a hallmark of the Catholic mission of King’s and its commitment to social justice. The employer, on the other hand, believes this to be a matter of compensation and parity with the private sector. They have now moved this into our monetary discussions.

Regarding the Salary Anomaly Study in which we proposed to work collaboratively with the employer via KUCFA as other universities have done (such as WLU, UWO, Waterloo, and Windsor), we have hit a brick wall. The employer maintains that the newly constituted College-wide Employment Equity Committee may deal with this issue. Thus they would like to allow the committee to do their work and not to have two parallel processes competing with each other. To be clear, we have worked hard to distinguish the salary anomaly study as separate from the Employment Equity Committee, as it has no mandate to inquire into compensation nor to apply a financial remedy. Discussions of salary are by law collectively bargained. In light of the engagement with equity issues amongst our faculty, this is a disappointing response from the employer.
